I would say that this is not enough and the product ignores all requirements from the fourth section of the GNU LGPL v2.1.
To be more precise the violations apply to section 4 of the GNU LGPL v3 or to some requirements of section 6 of the GNU LGPL v2.1 (6a, for example).
