Description
Summary of the bug:
Decoding fails for some files, when I am trying to re-encode ac3 audio from mpeg transport stream to any audio format.
How to reproduce:
ffmpeg -report -y -i test01_ac3_decoding_failure.ts -map 0:a:0 -c:a mp3 -f mp3 test01_ac3_decoding_failure.mp3 ffmpeg version 7.0 Copyright (c) 2000-2024 the FFmpeg developers built with gcc 11 (Ubuntu 11.4.0-1ubuntu1~22.04)

Okay, so TsMuxer extracts a little bit more data in the start of ac3 file...
But is that a bug?? There is a delay relative to video of -1 s 53 ms
Larger sample is available, if required.
Please give, meanwhile I will attach the TsMuxer extract.

The issue is probably with too big PCR: [base] 0x127AE2427 (4960691239) : [extension] 0xCC (204) (15:18:38.791552)
