Subtitles default charenc CP1252 instead of UTF-8

Description

Summary of the bug:
As Matroska specifications all subtitle files should be coded in UTF-8, even if srt specs admit CP1252 only, mkvtoolnix convert the files in UTF-8 anyway.
Actually Subtitles videofilter reads mkv incuded subtitles as CP1252.
Also ffmpeg online documentation specify:
"charenc
Set subtitles input character encoding. subtitles filter only. Only useful if not UTF-8."
How to reproduce:

% ffmpeg -i input -vf subtitles=input output
ffmpeg version
built on ...

Patches should be submitted to the ffmpeg-devel mailing list and not this bug tracker.

Please provide a simple command line together with the complete, uncut console output and a short input file to make this a valid ticket.
