Audio mp4 with chapters - SIGSEGV, Segmentation fault

There is a problem with creating mp4 audio files with chapters from mp3 after ​https://git.ffmpeg.org/gitweb/ffmpeg.git/commit/667d5045d38c19a9a7ccfe7f1abaaf4cb8b225fc (or some connected commits)

How to reproduce:

ffmpeg.exe  -i 1.mp3  -f ffmetadata -i 1.meta -map_chapters 1 -c copy -y a.mp4
ffmpeg version N-99402-gd9bc59c175 Copyright (c) 2000-2020 the FFmpeg developers
  built with gcc 10.2.0 (Rev3, Built by MSYS2 project)
