Description
The Telegram android client is using FFmpeg as a statically linked library, however, they have not published their source code for the most recent version in over 5 months, and have refused numerous requests for source code updates.

As you can see the latest released version is 3.17 (March 3, 2017), while the latest released source code is for version 3.13.1 (October 11, 2016).
