jpeg: problem with MCU-rows and progressive mode

The attached files are 24bpp (YCbCr), progressive, 1:1:1 (11:11:11)

When "Restart Interval in MCU-Rows" option is set to other value than 0 then FFmpeg decodes the file incorrectly.
