Summary of the bug:
In ffmpeg 4.4, A green horizontal bar appears at the bottom of the output when scaling the video using scale_qsv. This issue wasn't happening in 4.1. I recently switched from 4.1 from 4.4 version. I even tried with latest ffmpeg at 79934cc702fe1c90bfb58bb83ab20490b9d86e37

I was able to reproduce this issue with few other files with different codecs. Might be a coincidence but all these files have height of 720.

This happen with me too, its because the video are coded from 1280x720 to 1280x736 thats not correct value, normal its 1280x720 coded size 1280x720 display size, you can check with DGIndexNV, for me scale with software mode scale=1280:720 produce same result
Still not fixed in latest git version

I was able to workaround this issue using vpp_qsv instead of scale_qsv like so, vpp_qsv=w=853:h=480. For now this seems to work. But, scale_qsv's issue needs to be fixed.

There is a patchset to clean-up qsv filter https://patchwork.ffmpeg.org/project/ffmpeg/list/?series=4467.
The qsv_scale and qsv_vpp are redundant. All the qsv filter will be merged into qsv_vpp.
For compatible reason the qsv_filter's interfaces will be reserved, but they go qsv_vpp's path.

I created #10285 then realized it's a duplicate of this. As I mentioned in there IMO qsvdec.c should probably not be aligning the width/height values of the AVHWFramesContext. This prevents the correct CropW/CropH values from being set on the mfxSurfaces which results in this. Instead alignment should be applied whenever the width/height from the AVHWFramesContext are used and using whatever alignment is needed for the operation being done. I believe this is already the case. I've not seen any negative side effects from removing that alignment. See the attached patch (applies to 5.1.2).
