I can play the input file without issues with Totem. If a player can play it, ffmpeg should be able to decode it.
And whatever the problem is, "No input streams" is clearly bogus.
P.S. I would gladly attach the file but it's 100+ MB in size and it would take ages to upload.

avconv is not ffmpeg. Plus, you specified two output files but no input file.
