ffmpeg libx264 increases the bitrate

hello i have installed ffmpeg on ubuntu 14.04 x64 based on this tutorial :

didnt receved any error's during the installation,
when i use this config with ffserver to restream mumudvb into mpegts with h264 codec
the ffservers output has bitrate of 26000k - 30000k
